In 2012 VVOB Vietnam engaged a group of about 26 key players in the field of ICT in education in Vietnam in a panel study on the future of ICT in education in the country. In three online survey rounds, the panel members were asked to forecast how ICT would be used in 2020 and what would be the role of ICT in education by that time.

In this report we describe in detail the Delphi method that we applied to build up a consensus throughout the panel study and we share the main findings. Moreover we argue that policies and plans on ICT in education should be developed with involvement of all stakeholders, including teachers and students, and that research should be promoted as basis for proper policy formulation.
