- To reach a joint understanding on what effective in-service school-based teacher professional development is and find good examples
- To apply this understanding to the role of the core group (*) in supporting school leaders and teachers
- To apply this understanding to district plans in general and the implementation of process oriented child-observation plans in particular

Core group members (*) of each province (1 event per province): Quang Ngai, Quang Nam, Kon Tum
(*) Core group members: selected staff of Departments of Education and Training (DOET) and Bureaus of Education and Training (BOET) staff, school leaders and teachers of the province.
