Background

VVOB – education for development is a non-profit development organization working towards inclusive quality education in nine countries in Africa, Asia and South America. Through capacity development of ministries of education, we strengthen the professional development of teachers and school leaders in a sustainable way.

Objectives and scope of the consultancy

VVOB is seeking a partner(s) to collaborate with us on: 

(1) research language development/emergent literacy assessment tools in the field of early childhood education (ECE);

(2) design (or adapt) and validate the (chosen) assessment tool for emergent literacy;

(3) use this tool to measure the impact of our TALK project intervention on children’s emergent literacy development. This tool ought to be highly contextualized to Vietnam (both context and language), easy to use, and effective in measuring the growth of specific emergent literacy skills over time. We foresee that the consultancy will consist of different research/data collection methods:

  • A thorough literature review on language assessment tools, with a specific focus on the South-East Asian context.
  • The development (or adaptation) of a valid and reliable language development tool for ECE inVietnam, otherwise defined as testing the psychometric properties, that should at leastmeasure the growth of language and emergent literacy skills over time.
  • Repeated cross section data collection of preschool children in ethnically diverse regions in Vietnam using the tool.
  • Impact analysis to empirically investigate the effects of the TALK intervention on children’s emergent literacy development.

 

The contracting authority reserves the right to accept or reject any and all quotations submitted, to negotiate with all qualified respondents, to modify or cancel in whole or in part this call if deemed in VVOB’s best interest to do so. Issuance of this call does not commit VVOB to award a contract, to confirm purchase orders, or to pay costs associated with proposal preparation. The selected procedure is that of an open call for quotations. 

How to apply

VVOB is inviting bidders to send their proposals with the required documents as mentioned in the attached  "VVOB_2022_008_Call for Quotation_TALK Research Assignment"

 

Applicants can apply individually or in a consortium with other relevant and interested parties. If the applicant(s) is/are applying in a consortium, only one proposal should be submitted. It should be clear on the division of responsibilities within the consortium.
