Objectives and scope of the consultancy
VVOB is seeking a project coordinator to collaborate with us on performing project coordinator for BLEND project.
- Effectively and efficiently manage the implementation of BLEND activities in close coordination
with the BLEND team and partners (government and service providers).
- Understand the project’s operational plan and budget, and easily coordinate all aspects of the
- BLEND project, including activities at both provincial and national levels, MEAL,
- communication activities and operations.
- Communicate clearly, timely and in a manner that motivates the action of the BLEND team and in coordination with other departments.

Duration and start date: 02/01/2023 – 30/06/2023
To perform the consultancy task, the candidate is expected to have a good understanding
of/experience/competencies in:
- Relevant Master’s degree or equivalent experience in project management
- Experience in project coordination and project management (planning, budgeting,
- monitoring
- and report writing), preferably working to strengthen government systems and structures
- Experience with change management and capacity development processes in the context
- of educational systems
- Experience in coordinating a multicultural team
- Fluent in English both in writing and speaking
The service provider who does not meet these selection criteria will be rejected and their offer will not be admitted to the technical evaluations.
The contracting authority reserves the right to accept or reject any and all quotations submitted, negotiate with all qualified respondents, and modify or cancel in whole or in part this call if deemed in VVOB’s best interest. Issuance of this call does not commit VVOB to award a contract, to confirm purchase orders, or to pay costs associated with proposal preparation. The selected procedure is that of an open call for quotations.

The signed quotations must be submitted in English by e-mail to procurement.VN@vvob.org with
huong.htt@vvob.org in the copy before 5:00 PM 25 December 2022, and mention in object: ‘quotation
ref VVOB_ 2022_011’
Quotations submitted late (after this deadline) will be retained but will not be counted towards the
award of the contract.
Service providers may submit only one quotation for this contract.
The estimated date for the awarding of the contract is 02 January 2023.
