Since the start of the second phase of the VVOB Education programme in 2011, M&E has become a strong focus of the support to the provincial TTIs, DOETs and WUs. In each of these institutes an M&E core group is following-up on M&E guidelines to monitor and evaluate progress on capacity development on various aspects of Active Teaching and Learning and Social Participation in Education of their respective stakeholders (teacher trainers, teachers and parents).

On 24-25 February VVOB Vietnam invited the members of these M&E core groups for a capacity building workshop on M&E in La Thanh Hotel in Hanoi. On these two extra-ordinary warm and sunny days, a total of 30 enthusiastic staff members of these institutes came to Hanoi to share their experiences on M&E, to reflect on the M&E guidelines and on their role as M&E focal point. The additional objective of the workshop was for the participants to gain expertise on collecting and analyzing M&E data.

During the workshop the participants participated in three different learning stations. One learning station was about how to develop questionnaires to collect quantitative data; another learning station was about how to carry out focus group interviews to collect qualitative data. In both sessions the participants had the time to practice by developing and revising workshop evaluation sheets, questionnaires and focus group scenarios. In different groups participants could try out their interview skills and received feedback from their colleagues. In a final learning station the participants could learn how to use ICT to collect and analyze quantitative and qualitative data. After the workshop the participants brought back a comprehensive manual on M&E to share with colleagues (see downloads).

At the end of the workshop all participants filled out the online workshop evaluation form and shared on their experiences in the workshop. For all of them the workshop met their expectations (for details see the analysis in attachment). Several participants plan to share what they have learned with colleagues and even plan to organize multiplication trainings on M&E. There was a high interest in the use of ICT for M&E (especially in Google Forms): many workshop participants see a significant added value in using ICT to collect and analyze data on capacity development. Most participants were also excited about the workshop methodology (learning stations).   

By the end of 2012 VVOB will invite these M&E enthusiasts once more to see how these new skills have been applied in their M&E work in the different DOETs, TTIs and WUs.
